Procurement & Contract Specialist – Job Description
- Authoring documents known as Requests for Proposal or Request for Information (RFx’s) and others; these request documents will be sent out to vendors so that they can bid on the proposal
- Educate the internal client team on the RFx sections to support team members not familiar with developing RFx’s
- Research the requirements for the bid (where required), writing the RFx document and draft SOW, hardware and/or software agreement to be included in the RFx
- Review and assess scope of work/specifications and requirements (e.g., budget/project approval, estimate, schedule, technical details, etc.)
- Prepare competitive tender/proposals for goods and services, development of evaluation criteria for proposals, evaluations of commercial submissions and recommendations for contract awards.
- Prepare and issue contract documents for the procurement of goods and services, standard letters, purchase orders and procurement tender/proposal documents
- Review the scope of work, specifications and requirements to ensure that prerequisites have been provided (e.g., estimate, schedule, technical details, business requirements etc.)
- Work with project teams and collaborate with legal to include appropriate terms and conditions adhering to guidelines
- Assist with proposal evaluations and contract negotiation and administration activities
- Facilitate and manage the end-to-end procurement process to issue the RFx
- Assess and process Non-Competitive procurement requests
- Prepare recommendation reports based on results
- Assist in addressing any contract issues and resolving invoice discrepancies
- Process new vendor system set-up
- Interpreting contracts and ensuring compliance with contract terms and the requirements of the scope of the work
- Evaluating/negotiating commercial aspects of work plan submissions
- Processing work plan/work assignment releases
- Administering payment process including preparing/processing certificates of payments, negotiating contract price breakdowns, progress payments, and assessing back charges and liquidated damages
- Processing contract amendments/changes and change directives
- Other duties common with procurement and contract management
Procurement & Contract Specialist – Mandatory Skills
- Proven experience in authoring RFP and RFQs for complex Enterprise procurement
- Completion of a University Degree
- Engineering or Architectural Technology or Construction Management College program, or the equivalent - relating to procurement and contract administration
- Experience in construction administration and thorough knowledge of contract administration related to construction contract changes, scheduling practices/methods, delays and construction claims management
- Thorough knowledge of procurement and contracting principles and practical experience of procurement processes, methods, practices and contract administration as well as accounting and scheduling principles
- An understanding of construction principles, knowledge of the construction industry, ability to interpret the requirements and details of construction drawings and specifications
- Good working knowledge of PCs and computerized applications related to the work
- Accreditation as a Certified Construction Contract Administrator, Professional Quantity Surveyor (PQS), Construction Estimator Certified (CEC), Certified Professional Purchaser (C.P.P.), Certified Supply Chain Management Professional (C.S.C.M.P.), a Certified Public Purchasing Officer (C.P.P.O.), or a Certified Supply Chain Professional (CSCP), or equivalent is considered an asset
- (3) years of relevant experience - Five (5) years of demonstrated relevant experience is preferred
